Must be able to perform the duties of Personnel Management Specialist, 75C40, Personnel Records Specialist, 75D40, and Personnel Actions Specialist, 75E40; supervises all aspects of personnel operations, including personnel management, personnel records, and personnel actions functions; supervises segment of a large personnel office and the overall operation of a small or medium size personnel office; plans and organizes workload and makes work assignments; reviews work to insure accuracy and consistency; instructs subordinate personnel in accomplishing duties; reviews, consolidates, and drafts reports, surveys, correspondence, and actions pertaining to section activities; reviews and verifies records of newly assigned or departing personnel; serves as liaison between staff elements or personnel servicing activity and subordinate units; collects, prepares and distributes data and information pertaining to personnel operations and procedures; prepares and reviews TAADS documents and recommends changes and modifications to MTOE and TDA authorizations; researches specific policies and procedures relating to officer and enlisted personnel administration; supervises interviewing of individuals; advises and counsels individuals on pay matters relating to personnel information; coordinates activities with internal personnel office elements, higher and lower headquarters, and staff elements of the command; inspects personnel records, actions, and managements practices of personnel activities; advises command and staff on personnel administrative activities; supervises a large segment of a large personnel office or serves as principal NCO of a large personnel office; controls the review and processing of manning documents in Army or higher level headquarters; advises on personnel management to division and higher level special and general staff activities; at 00Z, must be able to perform the duties of at least one MOS at skill level 5; advises commander and staff on matters pertinent to troop welfare and morale in terms of assignment, reassignment, utilization, promotion, privileges, discipline, training, operations, and logistics; accompanies commander on inspections, visits, and at ceremonies; assists in inspection of command activities, facilities, and personnel as prescribed by commander; holds first sergeants' or sergeants' major call to disseminate information and instruction; insures that newly assigned enlisted personnel are instructed in military courtesy, customs of the service, and in command regulations or policies; provides counsel and guidance to noncommissioned officers and other enlisted personnel of the command; inspects duties performed by subordinate noncommissioned officers; makes notes of observed discrepancies and initiates appropriate corrective action in name of commander; assists in reception of visitors to the command; sits as member of command promotion board for senior noncommissioned officers, where authorized by pertinent regulations; performs those additional duties prescribed by the commander.

Must be able to perform the duties of Clerk-Typist, 71B30; takes dictation at speeds of 90 to 120 words per minute and types at speed of 45 or more words per minute; takes and transcribes dictation of correspondence, telephone conversations, discussions in staff meetings, investigations, and other information for which a typewritten record is desired; prepares ditto and mimeograph stencils; operates ditto and mimeograph machines; receives and refers telephone calls and visitors; arranges appointments, conferences, and interviews; employs basic principles of English composition and grammar in preparing correspondence; prepares endorsements, informal memorandums, disposition forms, and message forms; prepares general orders, court-martial orders, special orders, circulars, and bulletins in accordance with established procedure; sets up and keeps office files current and performs related clerical and administrative type duties; takes and transcribes dictation of proceedings, and organizes material in form required by regulations or as desired by supervisor; at E6, must be able to perform the duties of Stenographer, 71C20; takes dictation at speed of 120 or more words per minute and types at speed of 55 or more words per minute.
