Conducts counterintelligence surveys and investigations to detect, identify, assess, counter, exploit and neutralize Foreign Intelligence.

Performs duties shown in preceding skill level and provides guidance to subordinate soldiers; manages and supervises all CI activities; manages and supervises collection activities and source operations; manages and supervises CI investigative functions, to include operational and case control reviews; supervises and directs special investigative and collection techniques; reviews CI related reports and plans; perform CI Coordination Authority (CICA) and S/G/J/C-2X staff management for all subordinate CI elements, to provide technical control and oversight; the Counterintelligence & Human Intelligence Senior Sergeant (CI & HUMINT Sr. Sgt) serves as the principal enlisted assistant to commanders and heads of staff elements, and as staff NCO for major commands, fixed and tactical units engaged in CI & HUMINT operations, combat development, or training; the 35Y supervises CI & HUMINT activities and provides technical, operational, and administrative guidance and direction to enlisted Soldiers at all echelons; reviews, evaluates, prepares, and executes CI & HUMINT deployment, employment, and redeployment plans and orders; responsibilities also include interpreting intelligence requirements for translation into CI & HUMINT tasking, reviewing CI & HUMINT doctrinal publications and preparing recommended changes; the 35Y SGM compares Modification Table of Organization and Equipment (MTOE) and Table of Distribution and Allowances (TDA) authorization documents with CI & HUMINT missions and functions, and recommends revisions.

Plans and conducts CI investigations of national security crimes; conduct liaison and operational coordination with foreign, and US law enforcement, security, and intelligence agencies; apply fundamentals of military and civil law; detects, identifies, counters, exploits and neutralizes AFIST threats to Army and DoD equities; conduct CI collection activities and source operations to include overt collection, surveillance and non-technical operations; provides support for CI analytical products, to include preparation of CI reports, estimates, threat assessments and vulnerability assessments; provides guidance to subordinate Soldiers; supervise, plans and conducts CI operations, to include: analyzing, selecting, exploiting, and neutralizing CI targets; supervises and plans CI services and support; plans and conducts counterespionage operations and investigations; plans and conducts collection activities and CI source operations; writes, edits, and disseminates CI products and reports; conduct CI threat analysis.

The Counterintelligence & Human Intelligence Senior Sergeant (CI & HUMINT Sr. Sgt) serves as the principal enlisted assistant to commanders and heads of staff elements, and as staff NCO for major commands, fixed and tactical units engaged in CI & HUMINT operations, combat development, or training; the 35Y supervises CI & HUMINT activities and provides technical, operational, and administrative guidance and direction to enlisted Soldiers at all echelons; reviews, evaluates, prepares, and executes CI & HUMINT deployment, employment, and redeployment plans and orders; responsibilities also include interpreting intelligence requirements for translation into CI & HUMINT tasking, reviewing CI & HUMINT doctrinal publications and preparing recommended changes; the 35Y SGM compares Modification Table of Organization and Equipment (MTOE) and Table of Distribution and Allowances (TDA) authorization documents with CI & HUMINT missions and functions, and recommends revisions; provides advice and makes recommendations to their senior leaders and staff on all matters pertaining to enlisted soldiers and their families; accompanies their senior leader on inspections, visits and ceremonies; assists in inspection of command/organization activities, facilities and personnel as prescribed by their senior leader; ensures adherence to command/organization policies; disseminates command/organization policies, objectives and guidance to subordinate NCO Support Chain to ensure successful completion of missions; responsible for monitoring training or conducts training of enlisted soldiers; assesses training at all levels and provides feedback to their senior leaders and appropriate subordinate commanders and leaders; provides counsel and guidance to NCOs and other enlisted soldiers of the command/organization; responsible for and provides guidance on Non-Commissioned Officer Education System (NCOES) and Non-Commissioned Officer Development Program (NCODP); inspects duties performed by subordinate NCOs; notes discrepancies and initiates appropriate corrective action; assists in reception of visitors to the command/organization; serves as president or member of command/organization promotion board or removal board for NCOs, as authorized by regulations; sits as chairperson or member of a command/organization's "Military Member of the Quarter/Year" competition for enlisted soldiers or NCOs, as directed by local regulations; responsible for quality, control and training of noncommissioned officer evaluation reports (NCOER) while ensuring timely submissions; reviews evaluation reports to determine compliance with policies and procedures and recommends corrective actions on deficiencies to commanders, other leaders and rating officials; performs other duties prescribed by their senior leader.
